In October 2022, Hoboken for Responsible Cannabis, Inc. (HRC) was formed in response to the lack of study, transparency, and public inclusion by Hoboken’s governing body when it established legislation for recreational cannabis dispensaries. The arbitrary and accelerated approval process by the Cannabis Review Board further prompted HRC's creation. HRC aims to consolidate advocacy efforts and provide a platform for communication, education, and response to the ongoing implementation of Hoboken cannabis dispensaries.

Hoboken's cannabis ordinance allows a maximum of six dispensaries in the mile-square city. Since the CRB started approving dispensaries:

• The Station and Village are fully open for business.

• Blue Violets is open and still awaiting a Supreme Court decision.

• Story is waiting for a state license.

• Hudsonica is completing its facility build-out.

• Harmony’s municipal approval was revoked.

Four lawsuits have been filed against the city for unlawful approval or denial of local licenses. HRC filed and won one of these lawsuits (Blue Violets), which was overturned in the Appellate Court, and is currently with the NJ Supreme Court. Two lawsuits were settled out of court (Story, Culture Cannabis), and one is still pending trial (Nature’s Touch). Harmony’s license was revoked and it is unclear where that license stands. It is our understanding that Story has been referred to the Attorney General’s office for investigation.

HRC’s focus has evolved to include quality-of-life issues, enforcing local and state laws, and advocating for common-sense cannabis regulations. Additionally, HRC recognizes that unregulated smoke shops have been selling illegal marijuana, sometimes to underage consumers, and taking business away from regulated dispensaries. HRC is committed to working with the city to regulate smoke shops, prevent illegal sales, protect consumers, and ensure fair competition for licensed dispensaries.
